I. Funding Opportunity Description Purpose of Program: To provide grants for emergency repairs and modernization of school facilities to certain local educational agencies (LEAs) that submitted timely applications eligible for funding under either section 8002 (Payments for Federal Property) or section 8003 (Basic Support Payments) of the Elementary and Secondary Education Act of 1965, as amended (ESEA), for FY 2008. Funds awarded under this competition are appropriated under the American Recovery and Reinvestment Act of 2009, Public Law 111-5 (ARRA). |

According to the National Conference of State Legislatures (NCSL) “lackluster collections are affecting the budget situation in nearly every state. Budget gaps between fiscal year 2008 and 2010 will top $236.4 billion with at least another $45 billion in fiscal year 2011.” The National Governors Association (NGA) and the National Association of State Budget Officials (NASBO) reported recently that “coping with the budget shortfalls half the states cut funding for schools, health care for the poor and correction programs to close $46 billion in budget gaps in fiscal year 2009.” In the same report, NGA and NASBO state that when “looking to the fiscal year 2010 budget year beginning July 1 (in all but four states) 27 states propose cutting elementary school funding.” And Secretary of Education Arne Duncan has said, “States are hurting, and schools across America are facing catastrophic cuts.” |

The National Association of Federally Impacted Schools (NAFIS) is a non-profit, non-partisan corporation of school districts from throughout the United States, organized primarily to educate Congress on the importance of Impact Aid. Founded in 1973, the association works to ensure the needs of federally connected children are met with adequate federal funds. NAFIS represents children residing on Indian Lands, military children, children residing in low-rent housing projects, and children whose parents are civilian but work and/or live on federal property. NAFIS is governed by a board of directors elected from its membership.
